Most “competitors” to Olivares AI sit in an adjacent lane — control towers, gateways, observability — and the other comparison pages explain why those are and, not or. WitnessAI is the genuine head-to-head. It governs AI agents inside the developer environment: discovering coding agents, enforcing approved-tool lists, and applying policy to what agents do. So this page is held to a higher bar — every claim about WitnessAI below is a verbatim quote from their own site (fetched 2026-06-21), and where their site is silent we say “not documented,” never “absent.”
Note: We compare on architecture and deployment model, not on a feature checklist, because that is where the difference is real and durable. On the features where we genuinely overlap, we say so and claim no superiority. The differentiator is for one specific buyer: the regulated or air-gapped organization that cannot send its governance data to someone else’s cloud.
Where we are at parity (and we will not claim otherwise)
WitnessAI does real work in two areas Olivares also covers. We treat these as parity and do not assert we are better:
- Agent / shadow-AI discovery. WitnessAI advertises “Find and catalog thousands of AI applications, agents, and MCP servers” and, for developers, “Discover apps like GitHub Copilot, Cursor, and hundreds of other AI dev tools across your network” (witness.ai). Olivares discovers and inventories agents, models, MCP servers and tools too. Different vantage point — their network, our read-first telemetry-plus-audit — but the discovery outcome is comparable, and we will not pretend our catalog is categorically superior.
- MCP allowlists / approved-tool governance. WitnessAI: “Enforce control of approved MCP servers and tools across every agent, IDE, and agentic app” and “Maintain an organization-wide approved-tool list of MCP servers and tools” (witness.ai). Olivares governs MCP tool access too (MCP governance). Parity. Neither bullet on this page is “we allowlist MCP better than they do.”
If agent discovery and MCP allowlisting are the whole of your requirement, this is a close call on capability, and other factors (deployment model, price, existing footprint) should decide it. We would rather say that than overclaim.
What WitnessAI is, in their words
WitnessAI’s model is network-level and cloud-delivered, with an explicit intent-based control philosophy:
- Network-level, clientless. “See AI activity across your entire network without relying on browser extensions or endpoint clients”, and a platform that “operates at the network level—no new SDKs, additional clients, or added exposure” (witness.ai).
- Intent-based policy. “Traditional security sees text; WitnessAI sees intent”, with “intent-based ML engines that understand context, not just keywords” (witness.ai). This is a real and distinct design choice, and a strength for the in-line, content-aware use case.
- Human-attributed agent governance. “every agent action maps back to a human identity”, under “a single policy engine [that] governs both human and agent workforces” (witness.ai).
- A SaaS sovereignty story. They do address data control — “a secure, single-tenant environment that ensures data sovereignty”, “single-tenant environment with your own key encryption”, and “regional sandboxes” (witness.ai). This is a cloud-side, single-tenant, customer-key model. It is a real answer to data residency — and it is a different answer from ours, which is the crux below.
These are capabilities, sourced and stated fairly. The comparison is not “they’re weak”; it is “we’re built on a different architecture, for a different buyer.”
Where Olivares is structurally different

Each “not documented” above means exactly that: it does not appear on the WitnessAI pages we read. It is not a claim their product lacks the capability — only that we will not assert, on their behalf, something their own site does not state.
The defensible wedge: the regulated, self-hosted buyer
Strip the table down and one difference is load-bearing. WitnessAI’s data control is a single-tenant cloud with your keys; Olivares’ is a self-hosted control plane where the governance data and the data plane never leave your infrastructure — Linux, Docker, Kubernetes, on-prem, or air-gapped. For many buyers those are equivalent. For the buyer who is contractually or legally barred from a third-party cloud — defense, classified, sovereign-cloud, certain regulated finance and health — a SaaS or single-tenant-cloud model is disqualified before the feature comparison even starts, and a source-available, self-hostable, no-network-egress control plane is the only kind that clears procurement.
That is the honest wedge: not “we govern agents better,” but “we govern them on infrastructure you fully control, with cryptographic evidence and in-process enforcement, for the buyer who cannot use a cloud at all.” Combined with the in-process PEP and the tamper-evident ledger, that is a position a network-level SaaS cannot occupy by adding a feature.
When WitnessAI is the better fit
We would rather you choose well than choose us. WitnessAI is likely the better fit when:
- You want network-level visibility without deploying or operating a control plane, and a single-tenant SaaS meets your data-residency bar.
- Your priority is in-line, intent-based content classification across general enterprise AI traffic (not specifically the governed-coding-agent and tamper-evident-evidence problem Olivares centers on).
- You have no requirement for self-hosting, AGPL source availability, a cryptographic evidence ledger, or break-glass/HITL over live sessions — the things their site does not document and Olivares is built around.
Olivares earns the decision when the estate is self-hosted or air-gapped, when the evidence must be tamper-evident and verifiable off-box, and when enforcement has to live inside the agent, deny-closed — without any of it crossing into another company’s cloud.
Sourcing and limits: Every WitnessAI claim here is quoted from their public site (homepage, product, developer, compliance and control pages) as fetched on 2026-06-21; we did not read every page they publish, and “not documented” is scoped to the pages we read. Marketing copy is not an architecture document, and product capabilities change. If you are evaluating both, verify the current state with each vendor directly — that is the standard this whole positioning section holds itself to.
